In short all Councils are different and choose to engage with their communities in various ways.
In the City of Launceston's case, we include the attached brochure with all rate notices.
In respect to the contents of the budget and annual plan, the Council utilises a series of media releases (and our webpage) to announce and outline the draft budget and annual plan as well as the final documents. This has proven effective in the past in communicating the Council's major priorities and expenditure in any given year.

Additionally, information on the Council's overall income and expenditure is included in the Annual Report each year (see below).
In closing I would like to clarify that the City of Launceston is not the highest rating Council within the State. It may interest you to know that the highest rating Council in the State is the City of Hobart.
