Communications Protocol
I write in relation to your Communications Protocol, which was lifted on 5 March 2024.
A formal review of your interactions with the Council was to occur after 90 days of
revocation of your Communications Protocol. Unfortunately, the review did not occur at
that time.
A review of your interactions with the Council over more recent time has now occurred.
In terms of the burden upon the Council's physical and financial resources and whether
such burden can be reasonably managed, I note a marked reduction in correspondence
saved against your customer file. For example:
• In the 6 months to 31 March 2026, 35 emails have been identified.
• From 1 January 2026 - 31 March 2026, 12 emails have been identified.
These volumes contrast with the volume of material received in the year to February
2024, which was in the order of 370 pieces of correspondence, acknowledging that
some of that material was responses to you, not originating from you.
Feedback from Councillors in 2024 and 2025 was mixed. Two responses identified that
interactions could be insulting, demoralising and or harsh on the reader's mental health.
The remainder of responses did not highlight issues of this type.
Feedback from Council Officers in 2025 did not identify risks to health and safety arising
from your interactions with the Council.
As part of this review, I received advice on 1 April 2026 about a telephone call you
made to a Council officer on that day that was described as 'aggressive and rude'.
Otherwise, I have not been provided with complaints about your interactions with
Council officers in recent times.Conclusion of review
Based on the above, I conclude that the nature and frequency of your current
interactions with the Council is generally acceptable. However, if I receive further advice
that your interactions with the Council are not appropriate, I may need to revisit this
matter again.
I note that some Councillors may have filtering in place to limit your ability to contact
them. In that regard, I draw your attention to the former Acting Chief Executive Officer
Shane Eberhardt's 5 March 2024 letter to you, which is attached for your reference.
